Coffeeshops, cafés and the Dutch toleration policy
In this context, a coffeeshop is a cannabis establishment, not simply a café serving coffee. The Dutch government’s policy explanation describes toleration under conditions. It does not describe unrestricted legalisation or freedom from legal consequences.
The national rules prohibit admitting minors and set an age threshold of 18. They also prohibit alcohol sales or consumption in coffeeshops. Municipalities can add local conditions, and enforcement of the national residence criterion varies by municipality. Check current local entry rules rather than applying a claim about one Dutch city to every other city.
We would be cautious about a tour description promising that everything is legal or that a guide can provide personal medical recommendations. Cultural commentary is different from professional healthcare advice.
What to check before booking a cultural walking tour
There is no single standard Amsterdam coffeeshop tour. A duration, venue list or inclusion advertised by one operator does not apply to all tours. Before paying, ask for the details that will affect your day:
- Format: is it a history walk, a museum visit or a combination?
- Meeting point: get the exact address and arrival time from the confirmation; our hostel is not a standard departure point.
- Access: ask about age limits, identification, stairs, walking distance and seated breaks.
- Price: check whether museum admission and any other advertised inclusions are separate charges.
- Changes: read the cancellation terms and what happens if a planned venue cannot admit the group.
We do not promise a route through three or four named shops, a fixed two-to-three-hour duration or a tour discount through our accommodation booking. Use the operator’s written confirmation for the product you select.
Rules for guided groups in the city centre
The municipality’s guided-tour rules allow groups of up to 15 participants, with an exemption required above four. Tours may take place between 08:00 and 22:00. Guides must follow the applicable route restrictions; tours must not pass sex workers’ windows, including groups of up to four.
The same rules prohibit alcohol and drug use during the tour. They also require groups to avoid blocking entrances and busy canal bridges, and prohibit shouting or amplified sound. A cultural tour booking does not override these conditions.
Public behaviour around our neighbourhood
The city’s visitor guidance says smoking cannabis in public in the city centre is prohibited. Follow the local signs and restrictions. Keep voices down, leave doorways clear and respect residents and people working in the area.
The guidance also tells visitors not to buy drugs from street dealers. If there is an emergency, call 112. We suggest arranging your day around learning about the neighbourhood rather than assuming a tour permits behaviour that is restricted in public.
A museum option for cannabis and hemp history

Our Cloudbeds booking terms prohibit drugs, including cannabis, throughout our property, including the terrace. The designated smoking area at the back of the pub is not an exception to the drugs rule. Do not interpret city coffeeshop policy as permission to use cannabis at our hostel.
